A document that is marked as "Submit to FDA" (or similar), the displayed document status will be dependent on the status of its corresponding submission.
After a job is complete, the document status is displayed initially as Scheduled. From there, provided the Date of First Use has passed, it transitions to Approved and then to Ready for Dissemination based on the status of its corresponding submission.
